It seems that using adsense directly comes with the unfortunate risk of being click bombed and having your adsense banned. If a small channel was to join Freedom or another network would they be more likely to not be banned?

Do I need to join the YouTube Partner Programme first and make an adsense account before applying for Freedom? On YouTube, it says monetisation is not enabled so I am assuming I will need to do this first and then apply for Freedom.
