I want to create Pokemon fangame so I'm looking for help from the community. Would it be against the rules if I do so?

While there may be nothing wrong in general with a fan game. I highly suggest you read up on the Pokemon T&Cs and The Pokemon Company's Policies. They have copyrights that prevent you from making replicas and such. Maybe instead of making a fan game you could make a game like Pokemon go but with a different concept to Pokemon.
I'm a game dev but I will not be helping out.
If you don't know anything about development then don't even bother starting to make a game like that. It may be easy if you know what your doing but don't even attempt to get started if your new to the game dev world.
I suggest you read and familiarise yourself with the unity game engine and C# and build up a range of skills.
You will also need the money for servers and such.
You will need to have strong security and privacy policies.
